• Subsequently, the information gathered for presentation in this report r+as revised and
updated to reflect requirements stipulated by Regulations of the Colorado Mined Land
Reclamation Board for Coal Mining, Section 2.04.3, General Requirements: Site Description
and Land Use Information (The Code of Colorado Regulations 2 CCR 407-2: 60-62), Update
revisions and field checks of land use information were carried out during the fall of
1980, the summer of 1982, and the fall of 1990.
Objectives. The general purpose of this report is to present land use information which
will document land use relevant to the Seneca II-W Mine Permit Area. This will then
enable the regulatory authority to evaluate the applicant's plan to restore the affected
area to a condition capable of supporting the uses characterizing the land prior to any
mining activity, or to higher or better uses. Specific objectives include (1) to prepare
a land use map which will provide a geographic record of the premini ng land uses in the
Seneca II-W Mine Area and Adjacent Areas; (2) to integrate premini ng land use information
in the Seneca II-W Mine Permit Area with information concerning the capability and
productivity of the land in terms of premi ni ng uses; (3) to determine if the proposed
Seneca II-W Mine Permit Area has sustained previous mining activity; and (4) to identify
• existing land use plans and land use classifications adopted under local law in the region
incorporating the Seneca II-W Mine Permit Area.
Resource Material
Land Use. Both the state and federal governments have previously carried out macro type
land use mapping projects which cover the proposed Seneca II-W Mine area. The first of
these reflects conditions as of July 1973 and was a cooperative effort of the Colorado
Land Use Commission, the U.S. Soil Conservation Service (SCS), and the 88 Colorado Soil
Conservation Districts. Field observations were plotted on county maps at a scale of
1:126,720 (one inch equals two miles) before being compiled on a state basis. State maps
were produced at a scale of 1:500,000.
A second mapping effort by the United States Geological Survey was completed in the early
1980's. The Craig, Colorado, sheet (Land Use Series, Map L-179) reflects land use and
land cover information compiled from source materials dated 1975-77. Urban, Water, and
45iri5vg uses `cs Lzvei 5 and '.5 cateynriea are recoT ted Sns ten-ats¢ sr~i~ist+:mr ; whi'~¢ oth¢s
• uses, including rangeland, are recorded using 40 acres as the smallest geographic unit.
Land use maps are ultimately produced at a scale of 1:250,000.
