Headley's response to your request of July 31, 1980
for further information regarding his mining operation. I will amplify his
responses to the extent I am able. I would ask that should you have any further
questions regarding the responses you contact Mr. Headley directly since I will
be out of town until Tuesday afternoon.
Re A.1., the depth to shale varies in each pit. Therefore a specific depth
cannot be determined but gravel will be mined to the shale. I believe the
responses to A.2. and A.3. are self-explanatory; however I believe the. last
sentence under A.3. should read: The topsoil depth runs from a minimum of 6
inches to a maximum of 18 inches.
The response to B. 2. can be found in A.3. above, and the response to B.4.
is self-explanatory.
With respect to E., the areas ofmaximum disturbance for each pit in any given
year may be identified on Exhibit D-3 which depicts the mining plan. All areas
that are excavated will remain open to provide water injection points for the
underground storage and therefore will not be reclaimed except for sloping of the
sides and seeding. To the extent possible this sloping will be done as mining is
completed and in most cases will be done within five years of completion of that
portion of the mining. The areas proposed to be mined serve as work, parking, and
storage areas; therefore they, together with the roads constitute areas of
moderate disturbance, the area of which is determined by the yearly progression
according to the mining plan. Areas of minor disturbance for which Headley is
responsible are those areas in Exhibit D-3 mined in and after 1976.
cc: Galen L. Headley
Very truly yours,
Susan E. Burch
