Bruce Humphries acting as the Informal Conference Officer <br />nLC haeIB Lonp <br />Divismn DueUOr <br />The following materials were distributed to all the attendees: <br />Stegner Gravel Pit Parties and Objections Lisi (attached) <br />Instructions on how a Party may designate a Representative to a P:e-Hearing Conference or MLRB Hearing <br />(attached) <br />The March 8, 1999 Memorandum re: Party Status in Iv1at[ers Before the Mined Land Reclamation Board (attached) <br />Party Slalus Request Form (attached) <br />The meeting began at 1:20pm. <br />The only attending objector or commentator on [he proposed application was Jan Boddicker, an adjacent landowner. <br />As such, Mr. Humphries asked her to explain her basic position with regard to the proposed application, and ask any <br />questions that she had a[ that time. <br />Mrs. Boddicker explained that she and her husband were no; precis;ly objecting to the application. They simply <br />wanted more information about [he effects of the proposed operation on their local well and groundwater resources. <br />and about the plans for a local sewer line and possible residential development of the >ite. They also wanted [o know <br />when the project would begin. <br />Mr. Banks responded that there were no plans, as yet, for residential development, and no plans at this time for <br />extension of the sewer line in question. Maps of the site were exan fined to determine the location of local <br />landowners' residences, and the sewer line Mrs. Boddicker wished to know about. <br />Mr. Roche added that the earliest the project would begin would be Fall '99, but that at this time it seemed more <br />likely to be Spring 2000 before they broke ground. <br />The Division explained that the effects upon the water table due to he excavation and installation of the slurry wall <br />were unknown at this time, and that they were awaitine further information from the Applicant. The effects upon the <br />groundwater table would be estimated from the data to be supplied. <br />Mr. Banks explained that all owners of wells within 600 feet of the excavation had been contacted directly about the <br />effects upon their wells; Mrs. Boddicker stated that she had not bee 3 contacted, but that she wasn't certain that their <br />well was within 600 feet of the proposed site. Mrs. Boddicker was teferted to the Oflice of the State Engineer (OSE), <br />which oversees eroundwater resources in Colorado, to ascertain whaher her family's well had been adjudicated and <br />registered with OSE, and thus taken into account by the consultant. <br />
