The responsible USFS official shall give final approval for decommissioned condition and permanent closure devices for reclaimed roads. 48) MCC will be required to implement appropriate restoration measures if a stream or riparian area is damaged 49) Salvaged soil materials will be replaced on reclaimed areas and they will be seeded with a USFS approved seed mixture within 7 days following soil material replacement. Slopes that are Tess than 3H:1V shall be dell seeded and steeper slopes shall be broadcast seeded at the USFS recommended application rates. 50) MCC will be responsible for controlling and eradicating noxious weed infestations on all project disturbance areas from the date of discovery up to the point of release of the CDMG reclamation bond and associated reclamation liability (approximately 10 yeazs after final reclamation). Any herbicides used must be EPA and USFS approved and will be applied at the recommended rates. 51) To discourage access and use of reclaimed areas, natural bazriers and signs will be placed neaz the point where project roads that have been obliterated or converted to ATV trails intersect roads that aze open to public access. Barrier locations and techniques will be identified by the USFS officer. 52) Disposal of sewage and trash will be at an authorized disposal site off the Forest. Portable toilets must be provided for personnel working on the drill sites. If more than one crew is utilized during drilling activities, portable toilets will be provided for each crew. 53) MCC and/or their contractors must have the necessary materials on hand and immediately available to contain any spills of fuels, oil, and other contaminants. Any spills must be repotted to the USFS immediately. Immediate containment and clean-up will be required consistent with MCC's Spill Prevention, Control, and Countermeasures (SPCC) Plan. Any contaminated soil will be removed from the Forest. 54) Approved spazk arrestors will be required and shall be maintained on all internal combustion equipment used on the project 2.4.8 Conditions of Approval for Exceptions to Lease Stipulations Specific conditions of approval would be applied where an exception to a lease stipulation is granted, These speufic conditions include applicable provisions identified in the lease stipulations, as well as additional provisions designed to reduce or mitigate potential environmental impacts associated with the excepted activities: Steep Slope. Moderate Sloe. and Geologic Hazard Stipulations 55) Special design, construction, and mitigation measures jointly developed by a USFS Interdisciplinary Team and MCC will be applied to project construction activities proposed in steep slope, moderate slope, or geologic hazard aeeas to minimi>e and control the potential for slope de-stabilization and erosion. These meastres may include but will not be limited to site-specific drainage measures, limitations on slope cut/fill angles, slope construction meastres (benching or slope reinforcement such as temporary gabions or bamcades), and slope stabilization measures (geotextile or jute matting or hydromulching).
