Coa(Methane Drainage Prnjed - Panek 16-24 Wer! Elk Mn+e • PaRe 2-74
junction with Horse Gulch Road to the lower Cow Camp. Dust control measures will be
applied to reduce dust along this section of road.
39) In order to preclude potential impacts to Lewis' woodpecker, northern goshawk, purple
martin, and olive-sided flycatcher nest sites, forested stands of suitable habitat will be
surveyed using Forest Service standardized technique for moriltoring bird populations (Ralph
et al. 1992) prior to allowing any disturbance activities. If nest sites are located, the timing
and/or the location of construction will be modified as prescribed by the Forest Service
Wildlife Biologist to prelude any impacts to nest sites.
40) MCC will conduct a breeding bird survey according to USFS protocol prior to construction
of drill pads and new road comdors ox new roads and provide the results to the USFS
41) MCC will confine road construction and drilling activities to two drainages at a time and
complete all work in the shortest possible timeframe
42) To minitnize resource impacts, road design and location should avoid moist sites; avoid
construction in saddles and low divides; maintain frequent dense cover areas next to toads;
construct roads to minimum road standard that will meet management objectives (without
large cut slopes, fills, or straight stretches); and facilitate eventual closure (espelally where
roads enter drainage headwaters azeas).
43) MCC will avoid construction of drill pads, roads, and other new surface disturbance in the
aspen vegetative type. If disturbance cannot be avoided, revegetate these sites with a USFS
approved seed and/or root stock mixture consisting of native grasses, forbs, and shrubs to
provide some vertical diversity.
2.4.6 ATV Option
44) Beginning the Wednesday prior to the fast big game hunting season and continuing for the
duration of the hunting seasons, MCC will post wazning signs, at locations designated by the
USFS, to warn hunters of dangers associated with increased traffic on roads resulting from
project activities, drilling operations, and methane-venting. Depending on the location of
drill rigs during [he big game seasons (typically only during early seasons), additional
temporary gates may need to be installed to prevent public ATV access to active drill sites.
Roads closed to public motorized use due to drilling or methane-venting operations shall be
clearly posted as "closed" using signs with maps of the closure area and the seasons for
closure. At each closure location Manual of Uniform Traffic Control Devices (MUTCD)
approved road closure devices must be used. To minim;>e conflicts with hunters, project
traffic will not be allowed on the Minnesota Creek, Horse Gulch, and Dry Fork roads (except
for emergency use) during the periods of one hour before sunrise and two hours after sunset
during the big game rifle hunting seasons. Additional security and public safety measures
may be considered and approved or directed by the District Ranger.
45) MCC will sign roads warning ATV users of heavy truck traffic
2.4.7 Reclamation and General
46) Construction and drilling in Box Canyon is pernutted only from mid-September to the end
of October unless approved in writing by the authorized USFS officer
4'~ When surface facilities (drill pads, operating pads, and roads) are no longer needed to support
the MDWs, they will be reclaimed. Reclamation will involve regrading, reestablishing
drainage, soil replacement, and reseeding to obliterate, convert, or decommission the
Environmental Arreument
m:~/.vev. fry/t•.a/~iNlozer i~rrr
i/S/Old
