• 1. The top road surface will not be less than 20 feet in width, as appropriate; <br />2. The road surtacing material from any narrowing of a section will be placed on the <br />remaining road width; and <br />3. All areas re-disturbed by road narrowing activities will be re-seeded to the edge of the road <br />surface. <br />Indirect Costs <br />The following is an estimate of indirect costs associated with the reclamation of the Seneca II Mine. <br />Mobilization and Demobilization. Once the volumes far the various phases of reclamation were determined, <br />the number of shifts, hours per shift, equipment types, operator/operating effiaencies, support equipment, <br />and overall reclamation time span, all of which ultimately affect mobilization and demobilization, had to be <br />determined. The following discussion provides the considerations utilized in determining the equipment fleet <br />needed. <br />• Production Shifts. One shift per day was used for topsoiling and finish grading. Two shifts per day were <br />used far open pit backfilling. Shifts were based on an eight-hour period per shift. A conservative operating <br />effidency of 83 percem was used to account for decreased produdiv'dy due to operator eifidency for <br />scrapers. Fifty min/hr was used for dozers due to other factors, taking darkness into consideration. <br />Eauioment Tvpe. The types of equipment selected were based on similar type equipment presently <br />operating at the mine site or could prudently be brought in for a job of this magnitude. Whenever possible, <br />Caterpillar equipment was used for reclamation due to widely published information regarding costs and <br />performance. All equipment costs were taken from those provided by CDMG. Please see Tables 131-2 <br />through 131-9 for a list of all cost factors. Equipment performance was based on Cat Handbook No. 21, <br />FPC, EMF, Means, or otherwise as noted. <br />Equipment and operator performance factors were based on generally published and accepted criteria (see <br />individual worksheets). <br />Operator wages were all based on the Davis-Bacon wage rates for government products as published by the <br />• U.S. Department of Labor.
