• Abandonment Plan <br />After all permit areas have been mined or at the time of filing a notice of abandonment (permanent <br />cessation), the following procedures will be employed. <br />Last Active Pit and Hiahwali. After all ceal is removed, the area will be greded and the highwall reduced <br />(see Exhibit 13-2A, Postmining Topography and Permanent Features map). The site will be prepared <br />and soil replaced. <br />Internal Haul Roads. All haulage roads will have road base materials dozed into cut areas where they will be <br />covered by fill material during the road grading operations. The road area will be ripped approximately 18 <br />inches deep. The road site will then be graded, topsoiled, and seeded (see F~rhibits 13-1, Postmining <br />Vegetation Types, and Attachment 9-g, Topsoil Management Plan). <br />Based on requests from postmine landowners, SCC proposes to leave severe! haul roads and one light-use <br />road as permanent postmine features. The locations of the proposed postmine roads are shown on Exhibit <br />13-2A, Postmining Topography and Permanent Features. In accordance with Rules 4.03.1(f)(ii) and 4.03.2 <br />(1)(g)(ii), permanent road requests have been mailed to the postmine landowners and will be inserted into <br />Appendix 13-12a, Landowner Requests for Permanent Features, upon receipt by SCC. Seneca Coal <br />Company, the postmine landowner for a portion of Roads E, E1 and C has requested that these roads be left <br />• as permanent postmine features. SCC's request is presented in Appendix 13-12a, Landowner Requests for <br />Permanent Features. <br />SCC has tlesigned and constructed the postmine roads in accordance with CDMG criteda. Typical <br />postmine permanent road crosssections are peserted in Exhibit 13-28, Permanent Road Cross- <br />Sections. The longitudinal profiles are presented on Exhibit 13-2C, Permanent Road Profiles. The <br />following actions will be completed to convert the haul and access roads from operational roads to <br />postmine roads: <br />1. The top road surface will be not less than 20 feet in width, as appropriate; <br />2. The road surfacing material from any narrowing of the section will be placed on the <br />remaining road width; and <br />3. All areas re-disturbed by road narrowing activities will be reseeded with Seed Mix #1 to the <br />edge of the road surface. <br />• <br />TR-37 13-05 Revised 01!06 <br />
