FONSI <br />CO-130-2006-062-EA <br />The environmental assessment and analyzing the environmental effects of the proposed action <br />have been reviewed. The approved mitigation measures result in a Finding of No Si mg ficant <br />Impact on the human environment. Therefore, an environmental impact statement is not <br />necessary to further analyze the environmental effects of the proposed action. <br />RATIONALE: The impacts of the proposed geotechnical drilling aze minor and short-term, with <br />minimal surface disturbance which would be mitigated by the stipulations. <br />DECISION RECORD <br />DECISION: It is my decision to approve the short-term right-of--way, with the attached <br />stipulations. <br />RATIONALE: Approval of the short-term right-of--way would allow the applicant to collect <br />geotechnical data to design their coal lease mining facilities in a timely and efficient manner, as <br />provided for by BLM regulations and policy. Overland travel and use of existing roads, with <br />upgrading of a short section of one existing road, would provide reasonable access for the <br />proponent to conduct geotechnical drilling necessary for them to determine pazameters for <br />infrastructure for their proposed coal mining facilities.
