The approved mitigation measures result in a Finding of No Si mg ficant
Impact on the human environment. Therefore, an environmental impact statement is not
necessary to further analyze the environmental effects of the proposed action.
RATIONALE: The impacts of the proposed geotechnical drilling aze minor and short-term, with
minimal surface disturbance which would be mitigated by the stipulations.
DECISION RECORD
DECISION: It is my decision to approve the short-term right-of--way, with the attached
stipulations.
RATIONALE: Approval of the short-term right-of--way would allow the applicant to collect
geotechnical data to design their coal lease mining facilities in a timely and efficient manner, as
provided for by BLM regulations and policy. Overland travel and use of existing roads, with
upgrading of a short section of one existing road, would provide reasonable access for the
proponent to conduct geotechnical drilling necessary for them to determine pazameters for
infrastructure for their proposed coal mining facilities. Impacts to the natural resources are
within acceptable limits, and would be adequately limited by the required stipulations.
MTfIGATION MEASURES: See Stipulations, attached.
COMPLLANCE/MONITORING: as necessary
NAME OF PREPARER: Tom Bargsten
NAME OF ENVIRONMENTAL COORDINATOR: /s/ David Lehmann
DATE: 7-24-06
SIGNATURE OF AUTHORIZED OFFICIAL:
DATE SIGNED:
APPENDICES:
~/~a1o~
GRAND JUNC ION, Field Manager
ATTACHMENTS
