Containment berms surro•ing the fuel tanks, the liquids at the as~t plant and the asphalt <br />plant itself will be inspected monthly. Any problems with the integrity of the berms will be <br />noted and repaired promptly. <br />The site will be inspected to inswe that al] the structural and non-structural BMPs aze <br />functioning well and any off-site discharges have the best water quality attainable from good <br />management practices. Little discharge, if any, is expected from this site. . <br />A comprehensive inspection of the site must be conducted no less than twice a year, spring and <br />fall. An inspection form is included which may be copied as needed. Note any additional water <br />quality protection procedwes implemented, directly on the report or blueline drawing for later <br />incorporation to the SWMP. If unforseen erosion occws, the SVJMP should be revised as <br />necessary to improve discharged stormwater quality. <br />The inspection records and a copy of this Stormwater Management Plan will be available at the <br />site for inspections by the Colorado Department of Public Health and Envirotunent personnel. <br />The annual S WMP report will contain a summary description of the two comprehensive <br />inspection reports, and details of any revisions, as outlined in the permit requirements. Copies of <br />the annual report shall be maintained for at ]east three years. <br />Based on the results of the comprehensive inspections, any pollution prevention measures <br />identified in the plan shall be revised as appropriate within two weeks of the inspection. These <br />revisions shall provide for implementation of any changes to the plan in a timely manner, but in <br />no case more than 90 days after the inspection. <br />The site will be inspected to insure that all the BMPs aze functioning well and any off-site <br />discharges have the best water quality attainable from good management practices. Little <br />discharge, if any, is expected from this site. Any surface flows will be mitigated by the vegetated <br />areas and ponds. Haul roads will be maintained in good condition. <br />4.5 Employee Training <br />The SWMP Administrator or designated training personnel shall review environmental and <br />safety procedwes with al] personnel as required by the Mining Safety and Health Administration. <br />This training session will be conducted to inform personnel of procedwes to be followed so the <br />operation is conducted in compliance with all permits. Some of the topics which may be <br />included are: <br />Spill Prevention and Response <br />Good House Keeping Techniques <br />Material Management Procedwes <br />Sediment and Erosion Prevention <br />The Stormwater Discharge Permit requires that facility personnel be trained periodically. Twice <br />per year is recotnmended. The training sessions should include actual field observations of the <br />BMPs being discussed. New or temporary personnel and contractors working at the facility also <br />need to be trained in the S~NMP procedwes within two weeks of coming on-site. Contractors <br />should be provided with a copy of the plan, as well as being informed that they aze also liable for <br />
