4
•
1
Mr. Robert J. Olson - 3 - May 16, 1985
E. What scaled distance equation or table is used to determine the
maximum weight of the explosives used? Please provide this
documentation.
~F. What is the proposed maximum distance fly rock will travel?
" Please describe in more detail the roads that are proposed to be constructed
"as necessary". These roads will have to be depicted on the mining map of
Exhibit C. (Please be aware that all road construction must be within the
permit area.)
Will the permit boundaries be posted so that the operations people are aware
of the mining boundaries? If not, how does the operator propose to stay
within the permit boundaries?
Please provide the required information pursuant to Rule 2.12(4)(d) and Rule
2.12(4)(e).
Exhibit E -Reclamation Plan
Has BLM agreed to the proposed final land use?
How will runoff from above the quarry get into the stream below the quarry
considering channels will be obliterated during reclamation (as depicted on
the Reclamation Map - Exhibit F).
Please provide a cross-sectional diagram of the proposed reclaimed slope.
Point 4.c. addresses areas A & B. Please depict these areas on a map.
Point 4.g. addresses a test plot, however, no further information is
provided. Please submit documentation of this test plot.
~he last paragraph of this exhibit addresses no revegetation will occur if the
test plot is unsuccessful. To substantiate this point the operator cites Rule
6.5(h)(V). The Division directs the attention of the operator to Rule
1.56(f)- Since vegetation is occuring at the site naturally, the Division
believes the site can be revegetated and reclaimed. If the operator still
believes revegetation for wildlife habitat is impossible, the Division will
recommend denial of this application pursuant to Rule 1.56(F). Therefore, the
Division suggest the operator retract this last paragraph from the application
and perform the necessary activities to successfully reclaim the site to
wildlife habitat.
The second paragraph on the first page of this exhibit specifies "a slope of 2
to 1 or less". To avoid confusion, does "or less" imply slopes no steeper
than 2:1 (eg.: 2.5: 1 or 3:1)?
The Division is encouraged by the number of various shrub species to be
included in the seed mixture. However, with only one grass species the
Division is concerned that there is a severe potential of erosion at this
site. The basis for this belief is due to our experience with the slow growth
