-37-
• Espinoza have or what expertise does our sheriff have in handling cyanide
spills? This booklet does not clarify any of that. Even the fire department,
I don't think, are -- have a lot of those qualifications in handling cyanide
and I'm talking about big cyanide spills. What kind of training, education,
or preparation will the people of our community have? Who will give them this
preparation? If an evacuation of the people of this community had to be made,
how it should be carried out? This emergency response plan which Mr. Renner
says is adequate, it may be adequate according to the rules of -- the rules
and regulations that he and Mr. Banta have; but according to us and like I say
we are experts in floods, and tornados and winds there in that Walley. If the
air is contaminated and unfit for breathing in town, where are the gas masks?
Do people know how to use them? What emergency shelters can be used?
Now, it~ese are just a few of the manly concerns that have a complete
emergency response plan should have as we, the CCCES Committee, see it. And
as we as, you know, the citizens of San Luis see it. And, I repeat, I think
we are real experts, we are masters because we have -- we were born there. We
• have seen them and we know what they can do. Mr. Prax Ortega will continue.
MR. BARRY: A couple of questions, please. How many emergency response
plans are currently in effect in San Luis?
MR. VILLAPONDO: None that I know of.
MR. BARRY: Have you ever reviewed an emergency response plan before?
MR. VILLAPONDO: No, but I have reviewed this one, and to us it is not
quite adequate.
MR. BARRY: So, this is the first emergency response plan you .have ever
seen?
MR. VILLAPONDO: Yeah.
