-10- <br />• I'm going to jump back up here right quick just to show you briefly the <br />buttress facility, which I am going to be discussing, will be located in this <br />portion of the West Pit (indicating map), the south wall of the West Pit <br />adjacent to the Rito Se co alluvium. The slurry wall also would be constructed <br />just south of the West Pit but not in the pit. It would be constructed <br />actually in the materials between the Rito Seco and the pit wall. <br />I've given each of you a copy of the emergency response plan. We <br />received that about a week ago. We've reviewed that and find that to be quite <br />adequate. The emergency response plan addresses chemicals, spil'Is within the <br />mill facility and outside of the mill facility. It addresses hazards due to <br />ANFO, the agent used to shoot the rock, it addresses cyanide spills on the <br />site. It addresses a stepped response plan by personnel on site and it <br />instructs personnel not knowledgeable on the response plan to immediately <br />contact a supervisor who would be knowledgeable. The response p'~an wilt be <br />posted around the facility so it is available for people's use on site should <br />there be a hazardous spill occur during the operation. It also addresses the <br />• names and phone numbers of various agencies, both local, state, and national <br />who would be contacted depending upon the extent and type of spi'il encountered <br />on the site. There is a 24 hour number so people would be able to be notified <br />in the event a problem occurred in the evening hours or perhaps con a weekend. <br />MR. BARRY: What's the source of legal requirement that there be an <br />emergency response plan? <br />MR. RENNER: We typically require an emergency response plan from every <br />cyanide operation. Again, mostly dealing with the potential detoxification of <br />arty spill on the site as well as the contacts. Particularly addressing <br />hydrologic concerns and public health and safety. <br />MR. BARRY: My question was what's the legal basis for that requirement? <br />MR. BANTA: If there is a spill on site then with respect to minimizing <br />disturbance to the hydrologic balance or one of those issues we have required <br /> <br />
