• ~ Banks and Gesso, LLC <br />EXHIBIT E -RECLAMATION PLAN <br />The primary post-mining land use for the Nix Property Sand and Gravel Mine permit <br />area will be open water bodies. Post-mining use of the property as unlined, open bodies <br />of water is consistent with floodplain constraints. Reclamation using native grasses in <br />shorelines and non-water storage areas is assumed for the purposes of Division of <br />Minerals and Geology bonding. The Reclamation Plan assumes the cost for restoration <br />of the mining area as unlined ponds and agricultural or rangeland uses. The overall <br />reclamation plan is described in detail below. <br />Reclamation Process <br />Land disturbance on the permit area will begin with grubbing of vegetation and removal <br />and stockpiling of topsoil prior to mining. Total disturbed areas (the affected area), <br />including potential wetland mitigation areas, can be seen on Exhibit C-3, Mining Plan <br />Map. Topsoil will be utilized for future surface reclamation as aplant-growth medium in <br />areas not permanently covered by water. <br />Topsoil Segregation, Preservation, and Replacement <br />Temporary berms containing stockpiled topsoils will act as visual screening for the life of <br />the mine and are strategically located on the permit site to facilitate easy access for <br />reclamation. Temporary revegetation of topsoil stockpiles will occur if a stockpile is left <br />undisturbed for more than one growing season and will be maintained until the topsoil is <br />reused in the reclamation process. <br />Final Grades <br />Approximately 4 million tons of material is needed to backfill the slopes of the mined <br />areas. Backfill will be at a 3:1 slope to approximately 10 feet below proposed water <br />level. From this point downward to the pit floor, slopes will be constructed at a 2:1 ratio. <br />Including topsoil thickness of approximately six inches, overburden depth averages <br />approximately 7 ft. over the 108-acre area to be stripped and excavated. The pre-mining <br />process will salvage approximately 1.8 million tons of overburden and topsoil during the <br />mining process. Using aten-percent waste factor, approximately 994,000 tons of <br />settling fines will also be available for use in reclamation.
