• Bear Coal Company will maintain this main road along with other roads
throughout the life of the mine with repairs including blading, filling
of potholes, and replacement of road surface material as necessary.
Likewise, watering for dust control will be implemented as necessary.
As discussed in section 2.05.5, the main access and haul road will be
left in place after the completion of mining to retain access into the
area to complement the post-mining land use of potential limited
residential use.
4.03.2 Access Roads
As discussed in Section 4.03.1, Haul Roads, Bear Coal Company will
utilize the haul road as the main access road into the property. Aside
from this main road, an access road will be necessary to connect the
actual mine facilities with the planned portal. The location of the
access road is shown on the Mine Facilities Map (Map 10). The access
• road will be utilized and maintained to control or minimize erosion,
siltation, air and water pollution, and damage to public or private
property.
The grade alignment and other design criteria of the access road will be
adequate for the volume of traffic and the weight and speed of the
vehicles. Most traffic will consist of pickup trucks and miscellaneous
service vehicles. Drainage will be maintained by the use of culverts
and ditches to control runoff. As shown on the Mine Facilities Map (Map
10), the access road is located on an existing road to minimize any new
construction and possible erosion.
The Bear Coal Company will maintain the access road throughout the life
of the operation with repairs including blading, filling of potholes,
and replacement of the road surface material as necessary. Likewise,
watering for dust control will be implemented as necessary.
• The access road to the portal area will be reclaimed following mining,
as described in Section 2.05.5.
4.03-2
