<br />-5- <br />Exhibit C - Mining Plan (continued) <br />11. Specify whether the deposit/ore will be processed on-site. Processing <br />includes crushing, screening, washing, concrete or asphalt mixing, or <br />milling. If the deposit/ore will be processed, then describe the nature of <br />the process, facilities and chemicals utilized. The description should <br />describe the measures to be taken to minimize disturbance to the hydrologic <br />balance, prevent off-site damage, and provide fora stable configuration of <br />the reclaimed area consistent with the proposed future land use. The process <br />area and any'structures must be described on Exhibit E - Map. <br />Note: If tailings ponds, heaps or vats are part'of the milting process, the <br />mine plan description should address the following: <br />Plant Facilities. Describe the chemical types and 'quantities to be <br />utilized, chemical storage and spill containment. Plant operation <br />details should include tank capacities, operating solution volumes, <br />sump/pump back systems, curbing, etc. <br />Tailings and Heaps. Describe the chemical constituents of the tailings <br />or leached ore, the chemistry of any leachate, anticipated impacts to <br />ground or surface waters and design details such as liners, diversions or <br />chemical treatment facilities to be used to control these impacts. <br />Drainage Control. Describe the measures used to divert upland drainage <br />away from the site both during and after operation, This should include <br />design details demonstrating the capacity of ditches and impoundment <br />structures to contain operating solutions and the volume of water <br />generated by a significant rainfall event. <br />Maps and Plans. Design drawings should describe specific design details <br />for tailings ponds and embankments, heap or vat configurations, ponds and <br />ditches, ore and tail transport systems, etc. <br />i '. , . <br />EXHIBIT D - Reclamation Plan <br />The purpose of the reclamation plan is to describe the timing, procedures, <br />criteria and materials that will be used to reclaim the affected land to the <br />proposed future land use. This plan must be correlated to Exhibit E - Map. <br />.•The description of the reclamation plan must be adequate to satisfy the <br />requirements of Rule 3 and demonstrate compliance with Rule 6. The local <br />representative of the Soil Conservation Service can provide you with <br />recommendations for on-site reclamation. At a minimum, you should include the <br />following information: <br />~, <br />1. Specify the thickness of overburden to be replaced and when the overburden <br />will be replaced in relation to ongoing extraction. We recommend that you <br />consider backfilling and establishing the final reclaimed grade on previously <br />mined areas at least once per year. If you backfill and reduce slopes as soon <br />as practicable, then you will generally be increasing the efficiency of the <br />operation by minimizing the handling of overburden, hastening reclamation and <br />release of the financial warranty back to you. <br />
