Tom Wainwright <br />Peabody Coal Company <br />12015 E. 46th avenue <br />Suite 600 <br />Denver, Colorado 80239 <br />RE: Our File 1182-36; <br />Mesa Gravel Pit <br />Dear Mr. Wainwright: <br />I have reviewed the above application for adequacy and have the following <br />questions, comments, and suggestions which are intended to aid you in <br />bringing this application into full compliance with the law and to the <br />satisfaction of the Mined Land Reclamation Board. Please address each of <br />the following items in detail. <br />1. Please indicate what the final pits slopes will be subsequent to <br />reclamation. Final slopes must not exceed 2:1. Due to the difficulty <br />of establishing vegetation on 2:1 slopes, and to facilitate the use of <br />farm implements, the Division recommends 3:1 slopes (or 4:1 if possible). <br />This would include the final slopes around the power poles. Mulch and <br />other soil stabilization/mositure conservation methods should be considered <br />as well. <br />2. Please note the requirements of Rule 1.56(5) of the Rules and Regulations. <br />Please address how the applicant has complied with this rule for a1I yas, <br />telephone, and power Lines which intersect the property. <br />3. The operator is cautioned with regard to placement of topsoil in advance <br />of mining. Such procedures may result in unnecessary handling and <br />disturbance to the topsoil stockpile. Such a procedure is typically <br />necessary on an initial cut when the stockpile area is limited. Since this <br />site has existing disturbance and suitable topsoil stockpile locations <br />which are not located in advance of mining, it does not seem appropriate <br />to utilize such a procedure at this site, except on a limited basis. If <br />such a method is used, it should be more clearly described as to the <br />circumstances which would make it necessary. <br />4. Please describe how stable slopes will be created, as a result of <br />backfilling, as mining progresses, since the direction of mininy is <br />perpendicular to the proposed slopes. <br />
