Cottony <br />Division Director <br />Natural Resource Trustee <br />The Division of Reclamation, Mining and Safety has begun the review process for the above referenced <br />112c permit application. A Preliminary Adequacy Review has been completed. Please address the <br />following issues that either need correction or clarifications: <br />1) It is appears that the Bureau of Land Management has not been notified as a landowner within <br />200 feet of the proposed operation. Staff notes a four wheel drive trail is mentioned in the text of <br />the Mining and Reclamation Plans. Please supply the Division with documentation of proper <br />notice and approval by BLM for the relocation of the trail. The relocation should be shown on <br />the Mining Map C-4. <br />2) The Division will require documentation of consultation with the Anny Corp of Engineers <br />concerning the drainage impacts. It appears that there are no issues. However, should there be <br />concerns by the Corp and requirements to mitigate those concerns; it could require a Technical <br />Revision, additional costs to the County and or delays in approval of this application. <br />3) It is noted in the Mining and Reclamation Plans that the overburden will be protected from <br />erosion. However, no specific measures are noted. Please clarify what possible measures will be <br />taken to prevent the loss of overburden to wind and precipitation. <br />4) In the Reclamation Plan it is noted That some roads may be lefr in place for the ]and owner. The <br />Division needs more definitive information. Staff suggests stating al] roads will be left un- <br />reclaimed unless specifically directed by the land owner to do otherwise. That way, any roads <br />that are reclaimed are above and beyond the approved plan, but it gives the County and <br />landowner some latitude and discretion. <br />Office of Office of <br />Mined Land Reclamation Active and Inactive Mines <br />
