5) Text and Tables in Exhibit L reflect that 5566 cubic yards of topsoil will be required <br />to reclaim Area "A". Staff Calculations show 13.8 acres x 43560 / 27 x .5 (6 <br />inches minimum soil cover) = 11,132 cu/yd. It is understood that other areas will <br />be 50% reclaimed before moving to the next area. But Area "A" will be disturbed <br />through out the life of the mine and therefore cannot be 50% reclaimed as <br />understood. Please clarify. <br />6) Staff cannot duplicate the amount of topsoil required for individual areas as <br />referenced in Exhibit L. Please advise staff as to the method used to establish these <br />quantities. This is imperative to producing an accurate reclamation cost estimate <br />that both staff and the operator can agree upon. <br />7) Exhibit C, the Pre-Mining Map lists all adjacent property owners. Elam Construction <br />is listed as # 102. Exhibit 0 however does not list Elam, Please correct. <br />Additionally, staff cannot find a statement in the original application that Elam <br />Construction is a partner in Ephemeral Resources, LLC. As a matter of Rule, please <br />supply a statement that Elam is a partner in Ephemeral or documentation that Elam <br />Construction is properly noticed. <br />8) Please provide approved landscaping designs from. the City of Grand Junction for the <br />site berms to be constructed around Area "A" for the permit file. <br />These reviewed issues do not imply that aA other .requirements are met. Further adequacy <br />review will be undertaken on this application as relevant information is supplied and <br />analyzed.
