Cattany <br />Acting Division Director <br />Grand Junction, Colorpdo 81501 /. <br />Re: D Road Gravel Pit, Application No. M-2002-046, Amendment Preliminary Adequacy <br />Review. <br />Dear Mr. Lyman: <br />Staff has completed the Preliminary Adequacy Review (PAR) for the amendment to the <br />above referenced application. The following are issues that need clarification or <br />corrections to complete the review process and calculate the estimated financial warranty <br />for the application: <br />1) In Exhibit D, The Mining Plan, third paragraph, the text states, "Once the resource is <br />removed from Area "A" and this area is reclaimed.... Area "A" will serve as a <br />permanent staging and stockpile area." Staff is unclear as to how an area is to be <br />reclaimed then used for the stated purpose. Supplied maps and mining plans reflect <br />a continued disturbance of this entire area through the life of the mine. Please <br />Clarify. <br />2) Exhibit C, Mine Maps, do not show the approximate locations of overburden and <br />topsoil storage areas as discussed in the Mining Plan. Please supply corrected maps <br />showing the approximate location of these stockpiles. <br />3) Stockpiles are to.be protected from erosion by seeding within 12 months. Please <br />supply the seed mix that will be used for this purpose. As a note, staff suggests <br />using the same seed mix that will be used in final reclamation. This allows the soil <br />to build up a seed bank that is helpful towards final reclamation success. <br />41 In Exhibit D, Petroleum Storage Areas, please add in a statement that the Division of <br />Minerals and Geology will be notified with other local, state and federal agencies if a <br />"reportable quantity" of a classified hazardous material is released into the <br />environment. <br />~~~~®~~® <br />N <br />~ivisioe o/ Qs 2~ <br />Minerals ant GeotaBy <br />
