use of: a) water resistant slurry for the extremely wet holes, b) bagged gel products in
conjunction with ANFO in plastic sleeved holes for slightly wet holes, c) de-watering pumping of
the wet holes in conjunction with lined ANFO for moderately wet holes d) straight ANFO for the
dry holes.. Typical poundage of explosives used per hole will range from 0-1420 pounds of
ANFO/slurry for full bench production blast, 0-600 pounds of ANFO/slurry for deck shots and 0-
90 pounds of ANFO/slurry for parting shots, see Attachment 2.05.3(6)(a)-5. It is not unusual to
use all of the methods listed above, along with loading conventional straight ANFO in dry holes
in a single overburden blast pattern.
Explosive Storage
There will be no explosives stored on the mine permit. All explosives will be handled and
transported by an independent contractor. The independent contractor will store all explosives
off of the mine permit, at their own facilities.
Blasting Procedures
. Vegetation is cleared from the undisturbed surface and suitable topsoil removed prior to drill
bench preparation and drilling overburden. The overburden above the Dakota coal seam
consists of a poorly cemented sandstone, argillaceous shale, and a calcareous caprock. This
overburden will be drilled by a rotary blast hole drill with pattern hole spacings as indicated
above.
After the holes are drilled, they will be loaded with a blasting agent. The powder factor, pound
of explosive per cubic yard of overburden, will vary, but the ground vibration will not exceed 1.0
inch-second at any dwelling past the permit boundary. Priming of the blasting agent shall be
accomplished with cast primers. A certified blaster will determine the amount of explosive,
decking, delays, and stemming required for each blast hole.
Parting drilling and blasting procedures are performed in the same manner as the overburden,
except the drill pattern may be slightly smaller, 6'x6' to 15'x15', due to the smaller thickness of
material to be blasted. Proper delay systems and adequate stemming will insure proper
fragmentation, control ground vibration, air shock, and tlyrock, and minimize dust generation.
(Revised iz Nov zooz) 2.05.3(6)(a) 6
