The certified blaster in charge of the blasting operation will physically barricade or block all <br />access roads into the blasting area, check the entire blast area for unauthorized persons or <br />livestock, then give instructions to sound the warning signal of an impending blast. After the <br />shot has been fired, the all-clear signal will be given upon instructions from the blaster after the <br />blast site has been inspected for any potential hazards. <br />All drilling, loading, and blasting of drill holes will be performed in accordance with the Colorado <br />State Coal Mining Laws (Article 10, Section 2 and Article 11, Sections 1-12), Mine Safety and <br />Health Act (30 CFR 77.1300-77,1304), Federal Bureau of Alcohol, Tobacco and Firearms <br />(ATF), Internal Revenue Service (Title 26, Part 181, Commerce in Explosives), and Western <br />Fuels-Colorado safety rules and regulations. <br />Blasting Limitations <br />Air-blast. Electric blasting caps, noiseless NONEL or equivalent detonating equipment, and <br />various delay systems will be utilized to reduce airblast effects and noise. Airblast will not <br />exceed the limits in Table 2.05.3(6)(a)-1 at the location of any dwelling, public building, school, <br />church, or community or institutional building outside the permit area except at such structures <br />owned by WFC <br />Ground Vibration. WFC uses numerous seismograph monitors that are located off/on site at <br />nearby locations (homes, buildings, utilities, etc) to record the ground vibrations (in/sec) in the <br />three planes (Longitudinal, Transverse, Vertical). Where appropriate, these same <br />seismographs also record the air pressure change {dbL) caused by the blast at the same <br />locations. After each blast, the seismographs are downloaded and the information is printed and <br />analyzed. The information is then used to formulate a new blast scale distance factor as well as <br />to judge the shot as being inlout of compliance. For this permit, WFC will use the Maximum <br />Peak Particle Velocity (PPV) vs distance table located in Table 2.05.3(6)(a)-1 to judge the <br />ground vibrations for compliance purposes. The maximum allowable air blast limits WFC will <br />use for compliance judgement can also be viewed in Table 2.05.3(6)(a)-1. <br />Flv-Rock. Stemming is loaded into blast-holes prior to detonation to substantially reduce the <br />occurrence of fly rock. The depth of stemming will be designed such that the fly rock, which <br />• may result from blasting operations, shall not be cast from the blasting site more than one-half <br />(aevteea iz xov zooz~ 2.05.3(6)(a) 7 <br />
