r <br />EXHIBIT E -RECLAMATION PLAN <br />This section follows the requirements outlined in Section 6.4.5. The proposed mining and <br />reclamation plan focuses on minimizing the ecological impacts of mining, minimizing the length of <br />time of impact, and maximizing long-term benefits. <br />(a) A description of the type(s) of reclamation the Operator proposes to achieve in the reclamation <br />ojthe affected land, why each x~as chosen, the amount of acreage accorded to each, and a <br />general discussion of methods of reclamation as related to the mechanics ojearthmoving; <br />Aggregate developed the reclamation plan in conjunction with the landowners, based on the <br />depth and configuration of the gravel resource and the landowners' plans for the property. These <br />proposed plans are founded on the idea that mining in the river floodplain actually affords a <br />tremendous opportunity to restore and enhance river corridors through creative extraction, <br />processing and reclamation techniques. <br />Aggregate proposes to reclaim the property with a series of water storage reservoirs and <br />associated wetland benches. Please refer to the Reclamation Plan Map for reservoir acreages. <br />Aggregate will create the wetlands using the following techniques: <br />The wash basins will be allowed to fill with silts to an elevation slightly above groundwater <br />level. This establishes the conditions to establish a mazsh/wet meadow/woody riparian <br />ecosystem. <br />The edge of the reservoirs adjacent to the South Platte River Corridor will be graded to create <br />shoreline benches. Aggregate will [hen scarify the bare mineral soil in late spring. This will <br />help emulate the effects of flooding and stimulate the establishment of native trees. These <br />wetlands will help extend the riparian azea along the river corridor and thus, the wildlife <br />habitat. <br />Protection of Valuable Habitat <br />We have spoken with Courtney Crawford, the local Colorado Division of Wildlife (CDOW) <br />representative about this project. Aggregate will work with CDOW to minimize the impact to <br />valuable habitat to the maximum extent feasible. <br />Aggregate will preserve the majority of the existing riparian azea and monitor the condition of <br />the trees to be preserved. If they appear stressed by dewatering activity, supplemental irrigation <br />water or groundwater pumped from the pits will be applied. <br />(b) A comparison of the proposed post-mining land use to other land uses in the vicinity and to <br />adopted state and local land usc~ plans and programs. <br />After mining, the site will be developed as a series of water storage reservoirs.
