j) Since no water is to be used, there should be no injury to existing water rights. <br />k) No refuse, acid, or toxic producing materials aze anticipated at the site. Other <br />mining enterprises in this part of Phillips County have never yielded any such <br />materials. <br />I) The finished pit will be returned to a dry creek bed, probably primaziiy used <br />by wildlife in the azea. No seeding is anticipated in the creek bed itself. <br />There should be no disturbance to the hydrologic balance. <br />m) There is no processing of the material anticipated at the site. <br />n) The commodities to be mined aze gravel, clay, and sand. <br />o) The mined materials will primarily be sold for construction material for <br />concrete. Following that use, the pit may have some material that can be used <br />for road construction or landscaping projects. <br />p) No explosives will be used in this operation. <br />EXHI$IT D -Reclamation Plan <br />The primary reclamation plan for the pit is to allow the floodwaters of the Sandy Creek to <br />smooth out and reclaim the pit. The azea will essentially be returned to being a dry, creek <br />bed at the completion of the operation. The current creek azea only has a vegetative <br />cover in dry periods. Floodwaters destroy such vegetation periodically. No topsoil will <br />be put in the creek bed since it would only be washed downstream during the next heavy <br />rainfall. The north and south sides of the pit will be back sloped from the bottom of the <br />pit azea to the original ground elevation at a slope no steeper than 3:1. If they are <br />disturbed, the banks will have topsoil replaced, then be seeded according to <br />recommendations received from the Haxtun Natural Resource Conservation Service. <br />a) The creek bed currently has gravel at the surface. There is no topsoil in the <br />creek bed itself. <br />b) Slopes no greater than 3:1 will be left in the completed pit. <br />c) Sloping will occur as material is mined. <br />d) The access road will be worked up and reclaimed by planting it to native <br />grasses once the mining is complete. <br />
