:..
Mr. David Goss - 3 - November 1, 1985
2. A) Will the Bracket Creek Channel be reconstructed? Please provide
specifications.
B) Please specify how Bracket Creek will flow into and out of the
proposed lake.
C) Please indicate the possible upstream/downstream effects
resulting from the mining operation.
3. Will the "fines" resulting from the washing operation be used in
reclamation as a "plant growth medium" to supplement topsoil resources?
4. It was stated that topsoil from nearby farmland would be utilized
for reclamation. Disturbance of additional acreage would need to be
permitted, as it would constitute a borrow operation.
Disturbance of additional acreage is discouraged. It is suggested that
"fines" resulting from the washing operation be amended and used to
supplement on-site available topsoil.
5. A) I suggest that 2 lbs. PLS/Acre of Western Wheatgrass, a native,
cool-season flood tolerant grass species be included in the
revegetation seed mixture. The species comprising the proposed mixture
are all warm-season grasses fairly, or poorly, adapted to flooding
conditions. I also suggest the addition of 1/2 lb. PLS/Acre of Yellow
Sweetclover, a legume known for its high nutrition and nitrogen-fixing
capabilities.
B) What tree species are planned for use in revegetation? Please
note those species indicated as "suitable" in the S.C.S. soil surveys
submitted.
Exhibit H - Reclamation Costs
1. Please provide calculations demonstrating the estimated costs
incurred by a third-party (local contractor) to conduct reclamation
efforts outlined in the Reclamation plan, such that the State of
Colorado maintains adequate funds to reclaim the site if the site is
abandoned.
If you do not choose to calculate the costs, you may elect to assume
the $5,000.00 maximum financial warranty assessed a Limited
Impact (110j operation.
