<br /> <br />Mr. Larry L. Chartier -2- March 1, 1984 <br />3. Please shoo on your surveyed map, Exhibit C, where topsoil will be <br />stockpiled. The Division recommends that you locate the stockpile <br />where tt will be protected from loss due to flooding. The best <br />location will be on a high point, parallel to the river and <br />separated from the active mining area and the river. <br />III. Exhibit E - Reclamation Plan <br />1. The proposed methods of reclamation are good but the specifics of <br />the reclamation plan are vague. The Division suggests that the pond <br />shape be designed now to Include irregularities 1n the shoreline, <br />shallow areas (10:1 slopes), and the specific location of the <br />island. These changes tend to increase the desirability to wildlife <br />and 1f they are planned 1n advance they are not very difficult. <br />Please show the shape of the pond and the island on your reclamation <br />map, Exhlblt E. <br />2. The topsoil stockpile should be stabilized by vegetation if 1t will <br />not be used for reclamation purposes within a year of salvage. The <br />Division suggests western wheatgrass or grain be used for <br />stabilizing the pile. <br />3. The seed mix for grasses 1s good. However, shrubs and trees should <br />be included. Seedings for trees and some shrubs can be obtained <br />from the Colorado State Forest Service for approximately 525.00 per <br />100 seedlings. The D1v15ion suggests that the following trees and <br />shrubs be incorporated into the plan. <br />Boxelder Common chokecherry <br />Greenash American plum <br />Siberian crabapple Skunkbush sumac .~,,~ Ccd~ <br />Peach-leaved willow ~ ~""°`~`~ <br />If the operator would like to propose other species which would do <br />well, please do so. Trees should be randomly planted no closer than <br />25 feet apart. Shrubs should be clumped no closer than 3 feet <br />apart. Please Indicate how many tree and shrub seedlings you wish <br />to plant per acre. <br />IV. Exhibit H - Reclamation Costs <br />The purpose for calculation of the reclamation cost is to determine the amount <br />of financial warranty needed for your operation. This money would be used to <br />complete reclamation at your mine if for some reason you or your company were <br />unable to do it. Therefore, the reclamation costs presented in the <br />application are inadequate. Please reevaluate the costs for reclamation as if <br />the Division must contract out the work to be done. <br />
