Dear Mr. Chartier:
The Oivlsion has reviewed your application to see if it adequately addresses
all of the requirements of Rules 3 and 6 of the Regulations. We have the
following questions and comments which need to be resolved before your permit
application 1s presented to the Nined Land Reclamation Board for their
decision. Please supply your response to this letter five days prior to the
March 22-23, 1984 Board meeting such that I will have time to review your
responses.
I. Proof of Notification
1. Please send proof of newspaper publication of the public notice
described 1n the completeness letter.
2. In addition, please send proof that the adjacent landowners have
been notified. For example, the certified mailing receipts would be
proof.
II. Exhlblt 8 and C - Mine Plan and Map
Please show on your surveyed map, Exhibit C, the proposed direction
of mining and the location of the existing ponds described 1n the
Division of Water Resources letter. No mining or any mining
activities should take place within 100' of the river.
2. The topsoil salvage and reapplication plan should be revised.
Rather than stripping only a 60' wide strip of soil along the north
side of the pit, 10" of topsoil should be salvaged from all areas to
be mined. This recommendation of topsoil salvage depth is based on
the information from the So11 Conservation Service in Exhlblt D of
your permit application. Banks of the pond and all dl5turbed areas
must have 10 Inches of topsoil.
