RECLAMATION PLAN ~ • EXHIBIT E (CONY)
usually lies on the surface and so when removed the only work
necessary is to fertilize and smooth the underlaying dirt, spread
seed and rake the area. On some parts of the permit area, where
the surface stone is removed, the large slabs have no soil
covering. in these areas, the surface stone removed will be
underlain by solid rock and leaving this exposed will not change
the character of the area so no reclamation will be necessary. In
isolated cases it may be necessary to rake the perimeter of the
hole left by the rocks' removal. we find on similar areas where
this type of removal takes place the disturbed area returns to
normal in a few short weeks and that within a year it is hard to
tell where the rock was removed.
PRE-LAW AREA
This area covers approximately 6.86 acres ± of the permit
area. This is where the original mining operation stored waste
materials from when mining began in 1958 until the law went into
effect in 1976. The PRE-LAW DISTURBANCE originally covered more
acres, but portions of this area were disturbed last year. While
we are not required to reclaim the Pre-law area, redisturbed
areas have been included in the total area needing reclamation.
At this time we do not plan to disturb any more land in this
area. However, if a demand for this type of material ever occurs
we may remove it and we will then reclaim the newly disturbed
area as described in this plan.
STONE YARD AREA
The stone yard area is a staging, sorting, storage and
sample storage area used by Siloam Stone. The plan is to develop
it into an area where the stone removed from the mining area is
stored for shipping. This area is in an area of NON-CONFORMING
USE according to Pueblo County records. We have always intended
to use this stone yard as a central staging area for stone we
purchase from other mining operations in the vicinity, as well as
the stone mined on this site. We had contracts to begin
delivering stone to this yard earlier this year, but because of
the Cease and Desist order issued in early 1997 we did not haul
stone to the site. The Board order required us to include this
area in a permit even though it will be used for processing stone
from numerous mining operations in the area. Once it is fully
developed the site will be reclaimed as a stone yard and will
18
