Reclamation <br />The design of the gob pile in 2003 was a 10 year design. At the time of this <br />writing, in May 2006, the gob pile is nearly full and ready to be reclaimed. To <br />reclaim the entire gob pile, approximately 3.0 feet of coverfill and 1.0 feet of <br />topsoil will be placed on the completed construction face. See Appendix A for a <br />material balance. The completed construction face will be prepared and seeded <br />with the permanent seed mixture and mulched as explained below. <br />The operator salvaged approximately 28,000 CY of coverflll material and <br />approximately 50,000 CY of topsoil. Anew borrow area east of the gob pile will <br />make available an additional 180,000 CY of coverfill and 6900 CY of topsoil. <br />Material from the stockpile, new borrow area and the topsoil stockpile will be <br />utilized for reclamation. Approximatley 22.8 acres of the gob pile, 1.8 acres of <br />the coverfill pile, 2.3 acres of the topsoil pile and 4.6 acres of the borrow area will <br />need to be vegetated. See Appendix C -Reclamation Estimate. <br />The areas disturbed by the each phase of construction, including the topsoil <br />stockpile, cover soil stockpile, road fill, berms, pond slopes and diversion ditches <br />that are not riprapped, will be promptly seeded with the stabilization seed mix. <br />The components of the stabilization seed mix are listed in Volume I, Section <br />2.05.4.(2)(e). A berm will be constructed around the topsoil stockpile to contain <br />any topsoil that may erode prior to the establishment of stabilizing vegetation. A <br />straw bale or short silt fence will be installed at the low point(s) in the berm to <br />relieve accumulated run-off. <br />When the pile is filled to capacity, the top of the fill will be graded 2% to 5% to <br />the sides (east west) to promote adequate drainage. Drainage from the top of <br />the fill will not be directed over the outslopes of the fill. When each new bench is <br />constructed, the rough construction face below that point will be completed by <br />grading it to its final configuration. Benches will be graded to the inside at 5% <br />and graded to drain to the sides at 2% - 5%. <br />Final reclamation will include completion of the cover material including topsoil, <br />haul road reclamation and completion of the permanent diversion and collection <br />ditches.
