<br />Part (b) includes new information detailing the method of waste rock placement to ensure stability and attain proper <br />slope gradients. To support this information, hvo topographic maps have been included showing present and post- <br />mining contours. The northern end of the waste pile will be affected only after the sediment control structure is <br />constructed. Maximum slopes of 2:1 will be attained by careful placement of new waste material, such placement <br />starting at the bottom of the slope (within the permit boundary, above the sedimemt pond). This area is to be <br />accessed via the old jeep trail along the eastern side. The operator is reminded that these areas are mainly on the <br />White Marble #2, which presently is not available due to lack of right to enter. <br />Topsoil purchase and haulage costs for reclaiming will be included in the reclamation bond amount, as stated in <br />part (c), until such time as sufficient topsoil reserves are found onsite, and adequately segregated for future use. <br />The seed mix is revised to include a different legume species: now titer milkvetch instead of yellow sweetclover. <br />One comment related to the planting of trees and shrubs is a suggestion to perhaps use wire mesh around new <br />plants to reduce losses from browsing animals. It is often less expensive than replanting a lot of trees and shrubs. <br />Part (d) includes new text related to the footpath which is to remain onsite. This information is adequate. The <br />reclamation map in Exhibit E shows the general alignment of [he footpath, though its final location may be <br />somewhat different depending on the final slope surfaces. <br />In part (e) there is mention of the discharge pipe which will lead out of the main portal and extend down the waste <br />slope to the pond. Please provide more information about the 4-inch diameter pipe, such as what type of pipe it is, <br />and its installation and anchoring. <br />The reference to sediment pond clean out after reclamation may need to be clarified. Mechartized access is only via <br />the old jeep road and portal road, both of which presumably will be largely removed during reclamation (they do <br />not appear on the reclamation map). How will the pond be accessed at that late date without damaging reclaimed <br />areas? <br />The reclamation costs in part (f) appear little changed from the original figures, with a couple exceptions. Please be <br />reminded that portable equipment which must be removed may have a minimal removal cost, disposal cost, or <br />salvage value. At this time, we should assume certain costs, and not credits, to cover the State's liabilities. Overall <br />your list appears to cover most anticipated costs. I will send you my figures promptly, after receiving your <br />responses to this letter. <br />Exhibit E - Mining_and Reclamation Maas <br />The mining map has been updated to depict the discharge point "outfall 001", and the scale has been corrected. It is <br />presumed that the discharge line will run approximately east-west. If that is not correct (if, for example, it follows <br />the contours) please correct this presumption on my part. <br />The reclamation map has been slightly modified as far as the area to be revegetated. It does not significantly affect <br />the amount of area to be bonded for revegetation, however. The map legend still includes a note about the <br />maximum slope as being 1.6:1, though the Exhibit D [ex'[ has been modified to state that no reclaimed slope will <br />exceed 2:I. Please clarify. <br />Neither map clearly identifies the old jeep trail along the eastern edge of the waste pile down to the sediment pond. <br />These maps or the narratives in Exhibits C and E should be updated to address this feature, since it may be <br />important in sediment pond repair and maintenance. <br />Exhibit G -Proof of Rieht to Enter <br />I have received a copy of a letter from OMYA stating that you now have a lease on the London Lode Claim. As <br />mentioned above, this letter satisfies requirements for that portion of the proposed permit area. The proof of right <br />
