III II VIII III Doc Date:12/11/2001 <br />S ~i PART 744 - PERFORMANCE STANDARDS FOR FEDERAL LANDS <br />Section 744.11 Performance standards: Exploration. <br />Coal exploration on Federal lands within a permit area shall be con- <br />ducted pursuant to the requirements of the permit, 30 CFR 815, and the <br />following -- <br />(a) Surveillance wells. After approval of the Regional Director, in <br />consultation with the Mining Supervisor and in accordance with 30 CFR <br />815.15 (h) and 30 CFR 816.14 or 817.14, drill or bore holes may be util- <br />ized as surveillance wells for the purpose of monitoring the effect of <br />subsequent operations upon the quantity, quality, or pressure of ground <br />water or mine gases. <br />Coal exploration within the permit area will be conducted pursuant <br />• to the requirements of 30 CFR 815, 744.11 and 816.13-816.15. Com- <br />pliance measures are discussed below and also under Section 776.11 <br />and Part 815. <br />In order to comply with 30 CFR 816.52 and to establish additional <br />premining baseline data, Kerr Coal requests approval to utilize the <br />exploration drillholes identified as groundwater monitor sites on <br />Map 15, Kerr Mine Area Groundwater Hydrology. The drillholes <br />utilized as monitor wells will be reclaimed consistent with the <br />reclamation procedures discussed in Section 780.18 except insofar <br />as necessary for collection of water quantity and quality monitor- <br />ing data. Additional information regarding construction and main- <br />tenance of monitor wells is set forth in Sections 815.15 and 816.14. <br /> <br />(b) Elowout control devices. when drilling on lands that are valuable <br />or potentially valuable for oil and gas or geothermal resources, the <br />. person conducting coal exploration shall, when required by the Regional <br />744-1 <br />
