Lung <br />Drvisron Direcmr <br />RE: Informal Conference Notes, <br />High Mesa Gravel Pit, File No. M-2000-067. <br />On August 2, 2000, at 10:00 a.m., the Informal Conference for the High Mesa Gravel Pit <br />application occurred by phone conference. Individuals present for the phone conference <br />were as follows: <br />1. Tom Gillis, DMG Senior Environmental Protection Specialist, presiding as the <br />Director's representative; <br />2. Art Beavers, the Applicant; <br />3. Jeffory Crane, the Applicant's permitting Agent; <br />4. Lynn Lewis, BLM Uncompahgre Field Office, Objector to the application; <br />5. Kelly Yeager, Delta County Planner representing the Delta County Commissioners, <br />possible Objector to the application; and <br />6. Wally Erickson, DMG Environmental Protection Specialist. <br />Ms. Lewis stated that BLM was not opposed to the approval of the application but that <br />the proposed operation included federal minerals, administered by the BLM. Therefore, <br />the BLM was reviewing the proposed operation to determine whether BLM could approve <br />the sale of federal minerals at the proposed site. Ms. Lewis stated that the Applicant had <br />not yet completed the BLM permitting process. Therefore, the BLM had not yet granted <br />right of entry to the Applicant to remove the federal minerals. <br />Mr. Gillis clarified for the BLM that right of entry was a jurisdictional issue for DMG and <br />that DMG could not recommend approval of an application without right of entry. Mr. <br />Gillis stated that DMG interpreted BLM's correspondence as an objection to the <br />application and that the objection would remain until DMG received a written statement <br />from the BLM which clearly states that BLM has withdrawn their objection to the <br />
