All of the proposed sites are^ <br />used as winter range by deer and elk, although some are more <br />imlrortant than others due to aspect and vegetative cover. <br />With that in mind, we would ask that if any proposal is approved <br />that mining be restricted during the period from December 15 through <br />April 15 each year. We feel that during roost years snoa• conditions <br />will limit mining activity to these approximate dates. <br />Mid-Continent's preferred alternative is a steep site with light <br />vegetative cover. Quarry activity in this area would have less of <br />an impact on winter range and i^ the long run could improve the <br />winter range if the site was reclaimed with a high wall and a less <br />steep southern aspect than is currently there. <br />Alternative 2 and to a lesser degree alternative 3 are used as <br />winter range during average winters.
