IIIIIIIIIIIII <br /> EXHIBIT D <br /> MINING PLAN <br /> Connell Resources, Inc. (herein Connell) currently has sand and gravel mining, an asphalt batch <br /> plant, and headquarters just north of the proposed Wellington Downs permit site (known as the <br /> Stute Pit, M-81-007). They have been operating the Stute Pit since 1990. Connell supplies local, <br /> county, and state governments as well private industry with aggregate and asphalt. Connell has <br /> just about exhausted the sand and gravel reserves and is in the process of reclaiming the site, <br /> therefore,they must relocate to the Wellington Downs deposit. <br /> The proposed permit area for the Wellington Downs operation is 109.5 acres, of which 93.1 acres <br /> will be disturbed by mining. <br /> The Wellington Downs deposit has been drilled and contains an estimated 1.2 million cubic <br /> yards of sand and gravel. The deposit has 4.5 average depth of overburden and a 10 foot average <br /> depth of sand and gravel. The overburden will be removed and stockpiled for reclamation. <br /> About 10%of the deposit will be unmarketable fines and used along with the topsoil and <br /> overburden for reclamation. <br /> P asin <br /> Currently Connell processes 200,000 and 250,000 tons of aggregate per year. They expect to <br /> keep this same rate of production at the Wellington Downs site. They will mine between 10 to <br /> 15 acres a year. At this rate of mining they expect to mine and reclaim the site in 8 to 10 years. <br /> The operation will be mined in phases to limit the area of disturbance at any one time (see <br /> Exhibit Q. The phases depicted in Exhibit C are used to indicate the direction of mining. These — <br /> phases are neither representative of the maximum area of disturbance nor do they limit <br /> disturbance to a particular phase. In Phase 1 Connell will mine the southeast end of the deposit. <br /> Mining will proceed from west to east. A portion of Phase I will be backfilled and topsoiled and <br /> Connell will locate their stationary equipment here. <br /> Phase 2 of the operation will consist of mining a 100 foot wide strip around the perimeter of the <br /> property. This will allow Connell to install an aquitard boundary around the entire property and <br /> obtain marketable aggregate in the process. The aquitard boundary will minimize the <br /> groundwater inflow into the pit and limit the potential effects of dry mining on surrounding well <br /> owners. The construction of the liner will be concurrent with mining of Phase 2. <br /> Topsoil and overburden will be temporarily stockpiled along the boundary of Phase 2. As the <br /> perimeter is sealed, stockpiled overburden and topsoil will be used to backfill portions of Phase 2 <br /> that are not included in the final reclamation plan. <br /> 3 <br />
