Staging areas for construction of the RR spur and plant......impacts based on <br />location, access, drainage, storage, screening, noise, waste materials, vehicle fluids, <br />etc. <br />7. Number and length of trains per day? Where will train maintenance occur ? Storage of <br />trains -impacts? <br />8. Road crossings -oblique angles of approach. What are the impacts on safety and <br />access of emergency vehicles when roads are blocked by trains? Drainage issues and <br />lack of grade separations are significant concerns. <br />9. Wddhfe impacts - drainage crossings, migration routes, other riparian areas, etc. <br />I O. Noise issues from construction of RR and running trains - espeaally in Mack. -noise <br />contours, hours of operation, etc. <br />I I . What is the life of the mine and RR? What is the likelihood of increased activity over <br />the period of mine use? What are the reclamation plans for when they discontinue? <br />12. Need to ensure all properties involved in the protect are free from Code violations <br />before construction allowed. <br />13. Other permits - CDOT, air quality, storm-water runoff, water quality, floodplain, <br />hazardous materials, reclamation plans (ie.. who else will be reviewing the application and <br />what is the process for co-ordination and review of other comments) <br />14. What transportation alternatwes and routes were considered or will be considered? <br />15. What are the visual and environmental impacts to State Route 139... a Scenic By- <br />Way (I understand that electric power is going to be provided to the site via above <br />ground poles along SR 139)? <br />As you are aware 1 have been designated as the Local Government Contact concermng <br />this protect.
