As you are aware, I attended the meeting along with <br />Pete Baier, Mesa County Public Works Director and Valerie Robison, Assistant County <br />Attorney for Mesa County. <br />The meeting seemed to be very productive and a number of issues were raised and <br />' discussed. As indicated at the meeting the proposed use wdl need to submit various <br />development applications for activity within Mesa County including a Conditional Use <br />Permit (CUP) application...which requires review/approval by the Board of County <br />' Commissioners; Site Plan review subsequent to any CUP approval by the Board; surface <br />alteration permits, and any underground utility permits. Any outstanding code <br />enforcement issues would also need to be resolved. <br />' For your information, I have mcluded...below, an abstract of issues or concerns we <br />identified for discussion at the meeting. As more information becomes available through <br />the Environmental Impact Statement (FIS) and our permitting process I am sure other <br />issues will be identified. <br />Initial issues and concerns Gnformation necessary to evaluate cons~stencv with County <br />Codes: other issues and concerns may be identified as additional information is <br />rovided. <br />1. What is the "coal preparation plant" and how does it function? What are the <br />environmental issues assoaated with it? <br />2. Coordination with Garfield County -staff, PC and BCC. Do they have a history of <br />issues with CAM at the coal mine? <br />3. Will the road access from the Hwy to the mine be discontinued once the RR spur is <br />m? <br />4. Are there mineral resource impacts along the RR spur? Will the RR spur interfere <br />with extraction of any minerals and/or transportation of gas/oil (pipelines, wells, etc.)? <br />5. Socio-economic impacts -how many employees? Income levels? How many hired <br />' locally? Where do/will they Iwe? Vehicle trips? Shift work? Schools impacted? <br />
