The affect ofthe bridge <br />construction on riparian habitat will be minimal. The U. S. Army Corps of Engineers (COE) <br />and the Colorado Division of Wildlife (DOW) have reviewed the bridge construction plans. <br />The Corps of Engineers has informed the applicant that the bridge construction will be <br />covered under a nationwide permit for small construction activities within waters of the <br />United States. The DOW has approved the bridge construction plans and says that any <br />impacts will be minimal. <br />6. "The flood plain level of Tallahassee Creek was not addressed in the lay-out of the crusher <br />and mill sites." <br />(M. Brown) <br />Response -The amended application has accurately delineated the 100 yeaz flood plain of <br />Tallahassee Creek. Al l planned mining activities and structures (except the bridge abutments <br />and approaches) are located outside the flood plain. <br />7. "The operator is only proposing to use corrugated metal pipe culverts to construct <br />road~railroad crossings of Tallahassee Creek." <br />(S. Steers) <br />Response -The operator has changed his bridge construction plans. The two bridges over <br />Tallahassee Creek aze now designed to be constructed of concrete abutments with steel <br />girders providing the spans. The approaches will be compacted earth fill, protected by <br />riprap. The bridge plans and specifications were signed by a registered engineer. The <br />Division, DOW, and the U. S. Army C.O.E. aze satisfied that the bridge plans are adequate <br />to handle the appropriate storm events. <br />8. "Serious concerns about crossing wetlands at Tallahassee Creek." <br />(T.
