Glab) <br />Response - The operatorplans to use 480 pounds of explosivesper 8 milliseconddelay. This <br />would result in peak particle velocity of 0.07-inch per second (ground motion) at the nearest <br />off-site structure. The maximum allowable peak velocity under OSMRE standazds is 1.0 <br />ips before structural damage would occur. This would require 2,500 pounds of explosiveper <br />8 ms delay. The operator completed air blast surveys at neazby structures, and the recordings <br />were well within the limits that would cause structural damage. It requires more ground <br />motion to cause damage to wells than to above ground structures; therefore, off-site wells <br />should not be damaged by blasting conducted in accordance with the operator's plan. <br />3. "Blasting--causing negative impact on Bighorn Sheep, wildlife, fish movement, and <br />spawning." <br />(J. Brown, M. Brown, B. Hamel, S. Steers, C.W.A., Env. Info. Serv., Trout Unlimited) <br />Response -The Colorado Division of Wildlife has reviewed the application and did not <br />express any concern about blasting impacts on Big Horn Sheep, other wildlife, or fish. <br />4. "Affected land boundazies and acreage aze not well-defined." <br /> <br />Response -The affected land boundazies and acreages submitted by the applicant, in <br />response to the Division's adequacy review, are well-defined and meet the requirements of <br />the Regulations. <br />5.
