<br />Page 15 <br />Constnrction Materials Rule 1 <br />that the application mcets the minimum requirements of the Act, Rules and <br />Regulations. <br />(4) On the date set for consideration, the Office shall approve or <br />deny the application, or set the matter for a hearing before the Boazd. If <br />the Office has received a written objection, according to Section 1.7, the <br />additional provisions of Paragraph 1.6.1(4) shall apply. <br />(5) The Office shall issue its decision or recommendation on or <br />before the date set for consideration of the application. <br />(a) The Office shall mail a copy of its decision or <br />recommendation to the Applicant and to all persons that attended the <br />Informal Conference, if held, or submitted written comments, in <br />accordance with Section 1.7. <br />(b) The Office shall set forth a written explanation of the <br />grounds for a decision or recommendation to deny, approve with <br />conditions to which the Applicant has.not consented, or approve of <br />an application over an objection. <br />(6) In the event the Office sets an application for a hearing <br />without issuing a decision, purswwt to Paragraph 1.4.5(4), it shall issue a <br />recommendation for the Board and shall identify the issues raised by the <br />Office's review or by objections filed with the Office. The Office shall <br />mail a copy of Ure recommendation to all interested persons pursuant to <br />Subparagraph 1.4.5(S)(a). <br />ttstz> 1.4.6 Informal Conferenoe4 -Regular 112 Operations Applications <br />(1) The Office may schedule an Informal Conference to be held <br />before the Director or the Director's representative on any pending <br />application. The Office shall schedule such a conference as soon after the <br />close of the Public Comment period as is practical, and: <br />(a) upon the request of rite Applicant or the local Board <br />of Courty Commissioners, or <br />(b) upon the receipt of a timely written objection to the <br />application, in accordance with Section 1.7, unless the right to a <br />conference is waived by the Applicant and all objectors. <br />(2) At the Informal Conference, each person objecting to the <br />approval of the application shall set forth the grounds for the objection. <br />S'unilarly, the Applicant, and any other person supporting the issuance of <br />the application, shall present the grounds necessary to support the issuance <br />of the application. <br />
