•
•
Excess material from the construction of the sediment pond will be placed in the
coverfill pile. The refuse pile will be constructed in at least three phases.
Approximately one third of the area will be cleared of all vegetative or organic material.
The surface soil horizon within the Rivra unit and the Torriorthent unit (rock outcrops
excepted) will be salvaged for topsoil and stockpiled. Alluvial material will be salvaged
from the foundation of the pile and placed in stockpile. The goal is to salvage
approximately 5,000 cubic yards of colluvial material to provide final cover for
approximately one third of the refuse pile.
A berm will be constructed around the topsoil stockpile to contain any topsoil that
may erode prior to the establishment of stabilizing vegetation. A straw bale or short silt
fence will be installed at the low point(s) in the berm to relieve accumulated run-off.
The areas disturbed by the each phase of construction, including the topsoil
stockpile, cover soil stockpile, road fill, berms, pond slopes and diversion ditches that
are not riprapped, will be promptly seeded with the stabilization seed mix.
As the first phase of the refuse pile is nearing completion, the next section of the
foundation will be cleared of all vegetative or organic material. Topsoil will be salvaged
and temporarily stockpiled. Alluvial material will be excavated and placed at a
thickness of 42-inches on the completed portion of the refuse pile with excess material
placed in the coverfill pile. Topsoil will be obtained from the temporary stockpile and
placed on the completed portion of the refuse pile to provide the required 4 feet of non-
toxic cover. The subgrade surface will be ripped prior to topsoil placement.
The top of the pile will be sloped back to the south to ensure run-off from the fill
L J
surface flows to the collection ditches and is not allowed to flow over the outslope of the
fill. As the pile increases in size, a refuse slope will be constructed above the reclaimed
lower slopes. A silt fence will be installed immediately above the reclaimed slopes to
assure it is not contaminated with refuse. The design of the silt fence is presented in
Appendix M(vii) at page 44.
Permit Renewal
2-17
09/03
