DEFICIENCY NOTICE Ch1LRB I12 Permit Application
Agilc Stone Systems, Inc.
• Supplementary Data binder. Also see Exhibit D for several discussions.
EXHIBIT E -Reclamation Plan
Your Pre-Mining Plan Map (which should be labeled Pre-Mining/Mining Plan
Map) indicates that overburden materials and topsoil will be stored in the same
stockpiles. Please show the locations of segregated overburden and topsoil
stockpiles.
There will be no overburden stockpiles. The one temporary topsoil stockpile
is shown.
2. It was noted during the pre-operation inspection that blue grama grass is the
predominant specie of grass, especially in the gravel extraction areas. Please
incorporate this grass as a major component of the final revegetation seed mix.
The blue grams grass has been incorporated into the final revegetation seed
mix.
• 3. Your reclamation plan states that the sandstone and granite quarries will be left as
mined, and that no topsoiling or revegetation of the benches will be done. The
Division of Wildlife (DOW) has encouraged our Division to review this portion
of the reclamation plan with you to determine the feasibility of revegetating the
benches for wildlife benefit. The DMG requests that you commit to salvaging all
topsoil and overburden economically feasible to salvage in the quarry areas for
use in reclaiming the benches, to the degree possible. Your Exhibit I -Soils
Information 2.2 and 2.3 indicate that there is some salvageable soil on 25-33% of
these extraction areas. We also request that you consider placing waste rock such
as crusher fines on the benches mixed with whatever soil and overburden that is
available to create the best possible plant growth medium. We also request that
you work with Chris Kloster of the DOW to develop a revegetation seed mix and
planting plan to establish vegetation on the benches beneficial to wildlife. These
species should be selected from your Table !-1. Mr. Kloster's phone number is
(719) 561-4909.
The Division is awaze of the problem of the lack of soil overburden to salvage,
and the difficulty of salvaging it. Please feel free to limit this type of reclamation
to those areas you feel you maybe able to provide a plant growth medium. The
Division will take the lack of materials and difficulty into consideration when
determining compliance with reclamation standards and bond release. It would be
. much more responsible on your part and the Divisions if some attempt is made to
14
