The Division learned at the pre-operation inspection that the intent of the application was to include Gravel Expansion Blocks I and 2 and Granite Quarry Expansion Blocks I and 2 in the application as land to be affected and that these areas aze phases of the total mining operation. It was stated that it was not the intent to bring these areas into the permit by amendment at a later date as previously understood by the Division. If these areas are part of the application affected land as phases of the mining operation, provide appropriate discussion in all appropriate exhibits and change the Mining Plan Maps to show a phased mining operation. If these mining areas aze not to be a part of the present application, remove them from the maps to avoid confusion. If they aze to be added at a later date, an amendment could be filed at that time. As has been previously stated, all phases or expansions are included in the application. All maps and discussions and exhibits have been thoroughly reviewed and revised to clarify this conclusion or expectation. 31. During the pre-operation inspection it was learned that the location of the south overburden and topsoil stockpiles will be changed. Please provide a discussion of the new locations in the mining plan and show them on the Mining Plan Map. The topsoil stockpile location has not been changed. While the visual impairment permanent berm locations have not changed, their configuration has been enhanced for more effective screening to satisfy expectations noted in the applicant's County CUP. They are readily shown on the Mining Plan Map and discussed in Exhibits D, E and H. 32. Show the power line that traverses the permit area to the ranch headquarters on the Pre-Mining Plan Map. List the power line and the owner in the appropriate exhibits. If an easement is associated with the line, show it on the map and list the owner. The poles for the power line that traverses the permit area to the much headquarters on the Pre Mining Plan map are shown. The ownership is denoted in the legend with the pole symbol and the "West Plains Energy" label next to it. The power line and owner are noted in exhibits D and S. The easement only exists for the poles and air, not the ground under the lines. 33. Submit data concerning the effects of blasting operations on structures within 5000 feet.
