Reclamation Plan: <br />a) Exhibit E has been amended to reflect comments regarding planting lists. <br />b) Screening and buffering of the proposed operation have not been provided <br />as yet, due to ongoing floodplain modeling efforts. Any sort of berm or <br />tree screen would place fill in the floodplain, violating requirements of <br />Engineering. Some screening or buffers (especially along the north end of <br />Flatirons property) will likely be included once approval has been gained <br />from Engineering and the hydraulic model is complete. <br />c) A pasture management plan has not been provided. Neither the mining <br />plan nor the reclamation plan intends to allow livestock on site. The area <br />east of St. Louis Avenue has historically been used for grazing, but issues <br />regarding this existing condition, or land uses the owner may return to <br />after the lease for sand and gravel extraction by the applicant expires, will <br />need to be addressed separately. <br />d) Reclamation efforts for Phases 2 and 3 will be completed within 1-2 years <br />after completion of mining. This timeframe is due solely to seasonal <br />planting and water availability constraints. <br />4. Wildlife: This issue is addressed in the Wildlife Conservation Plan <br />a) A Preble's Jumping Mouse habitat assessment has been performed by <br />Cedar Creek Associates. Their final report has been sent to the U.S. Fish <br />and Wildlife Service for comment. <br />Larimer County Engineering Department <br />Transportation/Access issues: <br />a) Dedication of right-of--way along St. Louis Avenue was discussed <br />above. Issues of existing right-of--way and dedication requirements for <br />each property owner have not been resolved. <br />b) A traffic impact study is currently being developed that will address <br />haul routes, auxiliary lane needs, and pavement design <br />recommendations. <br />2. Stormwater Management: <br />a) As per the meeting with Rex Burns, Ed Woodward, and Sylvester <br />Mabry mentioned above, a Preliminary Drainage Report will not be <br />submitted at this time. A hydraulic modeling study of floodplain <br />issues addressing water elevations, flow routes and stability issues will <br />be submitted as soon as it is completed by Anderson Consulting <br />Engineers. <br />
