Thus I request that the Army Corps of Engineers notify Battle Mountain Gold Company that they will be required to obtain a permit under section 404 of the Federal Clean Water Act. l also believe that an Environmental Impact Statement (EIS) would be helpful in providing substantial additional information concerning both the short and long range effects of the mining operation of the environment of the Rito Seco. This would be a valuable document for consideration by your Board, other state and local agencies, and the general population of San Luis, and Southern Costilla County. I also request that you hold a public heariny here in San Luis before issuing Battle Mountain any further official responses concerning their 1 12 Permit. Our families and our lives are unequivocally tied tc the "land". The mine's activities are proposed for ten years. We will have to live with what those "activities" produce forever!
