It is clear <br />to see that more questions and problems remain to be answered before tt~e <br />Battle Mountain mining operation is ready to start. These safety <br />precautions must be taken to protect the healthy environment o` tt~e Rito <br />Seco and its wildlife. <br />I therefore request thatyou denr~the Battle Mountain Gold Mine <br />~omoany the necessary permits to begin its mining operations until theX <br />have assured the residents of San Luis and Costilla County hat they will <br />protect the R1to Seco environment and wildlife! An on-site inspection . <br />_ will clearly reveal that valuable wetlands will be and are, at this present. <br />time, being disturbed by Battle Mountain. Thus I request that the Army <br />Corps of Engineers notify Battle Mountain Gold Company that they will be <br />required to obtain a permit under section 404 of the Federal Clean Water <br />Act. <br />l also believe that an Environmental Impact Statement (EIS) would be <br />helpful in providing substantial additional information concerning both the <br />short and long range effects of the mining operation of the environment of <br />the Rito Seco. This would be a valuable document for consideration by <br />your Board, other state and local agencies, and the general population of <br />San Luis, and Southern Costilla County. <br />I also request that you hold a public heariny here in San Luis before <br />issuing Battle Mountain any further official responses concerning their <br />1 12 Permit. Our families and our lives are unequivocally tied tc the <br />"land". The mine's activities are proposed for ten years. We will have to <br />live with what those "activities" produce forever!
