~~ - • III IIIIIIIIIIIII III ~ <br />IMPACT STATEMENT FOR GARFIELD COUNTY <br />SUBJECT: CONDIT70i7AL USE PERDtIT FOR <br />TEMPORARY LOCATIOi1 OF <br />MOBILE ASPHALT BATCH PLAPdT <br />DATE: 18 April 1984 <br />LOCATION: [lest Rifle Fit - See Exhibit One attached <br />SCOPE: The manufacture of hot bituminous pavement for <br />use on the Mamm Creek Interchange Project, a <br />Federal and State Hir;hway Project. <br />DESIGN & This is an existing mobile asphalt batch plant. <br />COC7STRUCTION <br />SCHEDULE: Tentative dates of operation are 1 June to 1 July 1984 <br />OPEP,ATIONAL <br />CHARACTERISTICS <br />Crushed aggregate from the site, bituminous material <br />(which is delivered to the site in tankers) and other <br />fillers are mixed together in the mobile asphalt batch <br />plant. The prepared hot bituminous paving mix is loaded <br />into open haulers and trucked to the laydo~~m area for <br />patching or for application with a paver. <br />This plant is a mobile plant which has been operated in <br />compliance with all applicable laws and regulations of <br />the County, State and Federal Governments. It was brought <br />into the state last year from Wyoming and operated last <br />at Tabernash, Grand County, Colorado in the Plarrow Bros. <br />Pit. The Colorado Department of Health has assigned an <br />initial emissions permit (Permit No. 83 WE 334 P) to <br />this batch plant. <br />This plant is to he set up in the Eagle-[lest Pit near <br />Eagle, Colorado for. work to be done on the Glenwood <br />Cam~on Project. From the Eagle location the plant is to <br />be moved to the [~7est Rifle Pit for the Mamm Creek Inter- <br />change paving work. <br />Truck and automobile traffic to and from the site will <br />be on p~iblic roadways (US Hwy 6 & 24) and should not <br />create hazards or nuisance to areas elsewhere in the <br />county except for normal inconvenience associated with <br />road repair and paving. <br />Sufficient distance, in accordance caith the existing and <br />on-going gravel crushing operation, separates such use <br />proposed From abutting property which might otherwise <br />be damaged by operations of the temporary bitching plant. <br />
