contained areas which were located within and adjacent to possible <br />alluvial valley floors, and financial and regulatory commitment to <br />mine in the future had been made in the form of pending amendment <br />applications. <br />A material damage analysis has been performed and is presented above. <br />As documented by this analysis, no material damage to the quantity and <br />quality of water in surface and ground water systems that supply <br />alluvial valley floors are likely to occur as a result of operations <br />in the proposed permit and adjacent areas. The characteristics <br />supporting the essential hydrologic functions of the acknowledged <br />alluvial valley floors in the proposed permit and adjacent area will <br />not be adversely affected. Thus, the significance of impact from the <br />proposed operations on farming will be minimal, and there will be no <br />interruption, discontinuance, or preclusion of farming on any of the <br />acknowledged alluvial valley floors. The material damage analysis was <br />performed in accordance with the provisions of Rule 2.06.8. A <br />• continuing hydrologic monitoring program will ensure the prevention or <br />detection of possible material damage, and the comprehensive water <br />quality control program and reclamation plan described under Rule <br />2.05.6 (3) will ensure mitigation of any adverse impact. <br />Rule 2.06.9 - Angering <br />(1) Scope. 2.06.9 applies to any person who conducts or intends to <br />conduct surface coal mining and reclamation operations utilizing angering <br />operations. <br />(2) Any application for a permit for operations covered by 2.06.9 <br />shall contain, in the mining and reclamation plan, a description of the <br />angering methods to be used and the measures to be used to comply with <br />4.23. <br />C~ <br />2.06-37 <br />
