Moisture in the capillary zone can supply water to the root <br />zone, thus providing sub-irrigation to plants. An increase in <br />relative soil moisture depth within the root zone would indicate <br />capillary action supporting plant growth. Neutron probe access tube <br />measurements were taken in the intermittent and perenial stream <br />valleys in the proposed permit and adjacent area during October of <br />1980 Soil moisture measurements obtained at the time of year indicate <br />consumptive use of alluvial ground water by plants. <br />Results from the geophysical soil moisture measurements in the <br />floodplains of Middle and Fish Creeks indicate that the root zone does <br />• <br />2.06-17 <br />
