However, the shop building will need to
be included inside the affected boundary since it falls under the definition of affected land. Please
revise the permit text and maps to include the shop inside the permit boundary. Please also be
reminded that all mining related equipment, material and product must be stored inside the permit
area.
Rule 6.3.4 Exhibit D- Reclamation Plan
8. The applicant states that the proposed seed mixture will be doubled for seed drilling. Please note that
the seed mixture must be doubled for areas that are broadcast seeded. Please clarify or revise the text
accordingly.
9. Perdue provided information regarding noxious weeds in the surrounding area. Please describe the
methods of weed control that will be employed for the various noxious weed species and the timing
of such controls.
10. The applicant states that all existing roads and buildings will remain after quarrying is complete.
a) [f the applicant intends to leave the shop building in place, the following items must be submitted
to the Division;
• ~ A description and location of each building and/or structure to remain on site.
• The intended use of the building, and how leaving such structure will achieve the requirements of
the proposed postminingland use.
• The building must be included on the reclamation map.
• A letter from Boulder County that states the shop building may be left in place to meet the zoning
requirements and the approved postminingland use.
• A notarized letter from the landowner identifying the desired buildings/structures to remain in
place to achieve the end land use.
b) If the applicant cannot meet any of the items noted above then the reclamation plan will need to be
changed to demolish the building and included the reclamation cost estimate. The Division calculates the bond based on what it would cost the State using in independent
contractor to complete reclamation. This includes a unit cost for backfilling, grading, topsoil
application, seeding, and labor to complete the reclamation. The Division typically determines the
point during the operation when the site has reached a point of maximum disturbance. In doing so,
the Division must determine the unit costs for each task using the required volumes, haul or push
distances and grade to backfill and grade the quarry.
Based on the maximum disturbed area during the final pit closure, please address the following;
a) Please provide an estimate of the volume of material (in cubic yards) of material stockpiled for
reclamation.
b) Please specify the haul or push distance for overburden material and topsoil material.
