4.03 ROADS <br />4 03 1 HALTT ROADS <br />CEC does not currently haul coal on any roads on the operations site. However, coarse reject and underground <br />development waste is hauled by 35% ton trucks over what is referred to on the Roads Map (Map 27) as the main haul <br />road. <br />The main haul road has been certified by CTL/Chompson, Inc., an Engineering Consulting Group, to conform with <br />performance standards of 4.03. The certification document is presented in Exhibit 17, Road Certification. <br />In all cases, CEC has and will design and construct all roads to control or minimize erosion, siltation, air and water <br />pollution, damage to public or private property, and potential impacts on fish, wildlife, and related environmental <br />values. <br />All culverts in place at CEC have been designed by and the placing of such supervised by a qualified registered <br />professional engineer. All culvert design calculations are presented in Exhibit l8, Drainage and Sediment Control <br />Plan. <br />4.03.2 ACCESS ROADS <br />Access to the CEC Mine site is provided by one (1) access road from State Highway 13. The access road meets all <br />performance standards of 4.03.3. <br />• 4,03.3 LIGHT USE ROADS <br />CEC utilized a number of light use roads within its permit boundary. These fight use roads are shown on the Roads <br />Map (Map 27). The light use roads are used for light vehicle access to environmental monitoring locations, topsoil <br />stockpiles, drainage and sediment control structures, portals, reclamation areas, bone yards, and survey points. <br />No new light use roads are currently planned. However, if it becomes necessary to develop any new light use roads, <br />they will be maintained to control or minimize erosion, siltation, air and water pollution, damage to public or private <br />property, and any potential adverse impacts on fish and wildlife and related env'vonmental values. <br />Numerous support facilities including the mine office, shop-warehouse complex, coal handling and loadout facilities <br />and other minor structures have been constructed in conjunction with the mining operation. The locations of all mine <br />related facilities aze shown on the Structures and Renewable Resources Map (Map 25) and construction and <br />utilization of these facilities are discussed in Section 2.05.3, Operation Plan -Permit Area. <br />All mine related support facilities have been located and designed in order to control and minimize erosion, siltation, <br />air and water pollution, damage to public or private property and potential adverse impacts on fish, wildlife and <br />related environmental values. Specific measures to limit the amount of runoff from facility areas and collect and <br />retain any runoff, which does occur are detailed in Section 2.05.6, Mitigation of the Impacts of Mining and in Exhibit <br />18, Drainage and Sediment Control Plan. All mine related facilities will be constructed and maintained to ensure <br />effective utilization and prevent or limit any env'vonmental degradation. Upon completion of mining and reclamation <br />• activities, all support facilities with the exception of the roads addressed in Section 2.05.4, Reclamation Plan, will be <br />removed and related disturbed areas will be reclaimed by removing any gravel or other surfacing material, grading the <br />areas to the post-mining configuration, reestablishing drainages, scarifying the surface, replacing topsoil material and <br />reestablishing vegetation. <br />Permit Renewal No. 3 4.p1-2 7/15/98 <br />
