III IIIIIIIIIIIIIIII <br />999 <br />• RULE4 PERMANENT PERFORMANCE STANDARDS <br />4 Ol NE L PROVI ION <br />Doc Date:1 211 1120 0 1 <br />4.01.1 SCOPE AND OBJECTIVES <br />Rule 4 establishes the minimum environmental protection performance standards to be adopted and implemented <br />under the Colorado regulatory program for surface coal mining and reclamation operations. <br />CEC has included information within this Section to ensure that underground mining activities are conducted in a <br />manner, which preserves and enhances environmental values. <br />4.02 SIGN AND MARKERS <br />CEC has and will continue to post and maintain all signs and markers required by Section 4.02. All signs will be <br />designed and placed to be readily visible and understandable and will be of a uniform design. The signs will be made <br />of metal or wood and will be sufficiently durable to withstand the extreme climatic conditions inherent in this area. <br />All signs will conform to any state and local ordinances and codes. <br />4.02 2 MINE AND PERMIT IDENTIFICATION SIGNS <br />Appropriate signs identifying the permit azea will be displayed at all points of access to the permit area from State <br />Highway 13. These signs will indicate the name, business address, and the local telephone number of CEC and the <br />identification number of the current pemtit. Permit identification signs will be maintained until all disturbed areas <br />have been released from bond. <br />4.02.3 PE. i R MARKERS <br />The perimeter of all areas affected by surface operations will be clearly marked. <br />4.02.4 DURATION OF MAINTENANCE <br />CEC will maintain signs and markers throughout the life of the operation or post new signs and markers as necessary. <br />Buffer zones established under the provisions of Section 4.05.18 will be clearly marked. <br />Since no surface blasting activities will be conducted, this section is not applicable. <br />CEC will clearly mazk all stockpiled topsoil material with signs reading "Topsoil". <br />• <br />Permit Renewal No. 3 4.01-I 7/15/98 <br />
