4.28 COAL PROCESSING PLANTS AND SUPPORT FACILITIES NOT LOCATED AT OR NEAR THE MINE <br />• SITE OR NOT WITHIN THE PERMIT AREA FOR THE MINE <br />As noted in Section 2.05.3, Operation Plan -Permit Area, all active coal handling and support facilities related to the <br />Eagle Mines will be located within the planned permit area. The location of these facilities is shown on the Stmchtres <br />and Renewable Resources Map (Map 25). Since no coal handling or support facilities associated with the RAG EC <br />operations will be located outside the permit boundaries, this section is not applicable. <br />4.29 IN SITU PROCESSING <br />RAG EC has no plans to conduct any in situ training or processing in conjunction with the mining operations. Therefore, <br />this section of the performance standazds is not applicable. <br />4.30 CESSATION OF OPERATIONS <br />4.30.1 TEMPORARY <br />RAG EC has notified the DMG [hat the operation is in temporary cessation. The notice of temporary cessation included a <br />description of the circumstances resulting in the decision to temporarily cease mining operations, and a statement chat the <br />date when it was anticipated that mining and related operations would resume was unknown. A statement of the exact <br />number of acres that had been disturbed prior to cessation, as well as the extent and nature of reclamation activities <br />which had been completed on disturbed areas prior to cessation was also provided. RAG EC further stated that <br />environmental monitoring and water treatment activities would continue during the period of cessation, but that no <br />reclamation activities were planned. <br />RAG EC has since determined that it is prudent to proceed with limited reclamation activities that will substantially <br />satisfy permit reclamation, but still leave open the option for future use, if appropriate. RAG EC plans to define several <br />• projects wherein relatively small azeas, which at present do not appear necessary for fuhtre mining activities, will be <br />reclaimed. The first such project will be the reclamation of a portion of the now sealed No. 5 Portal faceup highwall <br />(approximately 1.5 acres located in the SE Comer of Lot 21, Section 31, T. 6 N., R. 91 W., 6°i PM). That project will be <br />completed during the ls` quarter of 2004. <br />As underground mining activities remain in cessation, RAG EC will continue to support and maintain all existing mine- <br />related facilities during the period of cessation. <br />4.30.2 PERMANENT <br />Upon the completion of all mining activities, or if due to unforeseen circumstances, it becomes necessary to permanently <br />cease mining and related operations, RAG EC will close, backfill, and otherwise permanently reclaim all azeas disturbed by <br />the mining and related operations in accordance with the reclamation plan presented in Section 2.05.5, Reclamation Plan. <br />Upon permanent cessation of the mining and reclamation operations, RAG EC will remove all equipment, stmctures, and <br />other facilities and will reclaim any related disturbed azeas. Only the main access road and old Highway 13 as discussed in <br />Section 2.04, Reclamation Plan, and Pond 9A-Plwill remain upon completion of final reclamation. <br /> <br />MR 04-45 4.01-15 Revised 01/22/04 <br />
